What is anti-social behaviour/prohibited conduct?
We want to make sure that our tenants feel safe in their homes and we will not tolerate anti-social behaviour/prohibited conduct.
By law, anti-social behaviour (ASB) is defined as
“Acting in a way that causes or could cause harassment, alarm or distress to one or more persons not of the same household.” (Crime & Disorder Act 1998)
Here are some examples of anti-social behaviour/prohibited conduct.
- vandalism, graffiti or fly tipping
- noise nuisance
- intimidating or threatening behaviour
- verbal abuse
- racial harassment
- vehicle crime
- firework misuse
- yobbish behaviour and intimidating groups
This is not a full list and other types of behaviour can be classed as ASB.
Any form of harassment, verbal or physical abuse will be considered as serious actions. We cannot accept any form of anti-social behaviour/prohibited conduct in our homes.
Behaviour that isn't anti-social
In Grŵp Cynefin, we want to support tenants in having a good relationship with their neighbours. All of our tenants should enjoy a safe and welcoming neighbourhood.
We have co-designed a policy with tenants – Good Neighbourhood Management Policy. The policy aims to empower you to have a conversation with neighbours when something’s worrying you. e.g. noise carrying, but perhaps your neighbour is not aware of it.
We cannot expect you to deal with issues that worry you without giving you the tools to help – so we have created a toolkit for tenants to use and refer to when there’s something you need to raise with your neighbour – but can’t be classed as anti-social behaviour. This toolkit can be downloaded here.

Also here is the ‘Dear Neighbour‘ card that can be printed so you can give it to your neighbour, if you can’t have the conversation.
