In 2016, the Senedd passed the Renting Homes (Wales) Act 2016 with the aim of making it simpler and easier for landlords and tenants to rent a home (social and private) in Wales.

The Act was due to be implemented on 5 July 2022, but following an announcement by Julie James MS, Minister for Climate Change this has been delayed until 1 December 2022.

  • To simplify the process of renting a home and to improve the condition of rental homes in Wales.
  • It will offer greater security, certainty and rights to tenants
  • Under the new law, you as Grŵp Cynefin tenants will be known as secure contract holders. The terms contract holder and tenant will be interchangeable under the new law and following a tenant consultation, we will continue to refer to you as tenants in our correspondence with you.
  • Supported Housing tenants will be given a Supported standard contract if you are expected to live in your home for more than 6 months.
  • There will be more succession rights for tenants.
  • The process of adding or removing joint contract holders from a contract will be simplified without the need to end a contract.
  • Grŵp Cynefin will be able to regain possession of abandoned properties without the need of a court order.
  • The approach to dealing with anti-social behaviour will be fairer and more consistent.
  • Landlords will have greater obligations to make a property safe, including an obligation to provide all homes with working smoke alarms, co2 detectors (where appropriate) and electrical safety tests every 5 years.
  • Your existing rights are protected under the new law.
  • The new contracts will simplify and improve your rights as a tenant.
  • You won’t need to do anything as an existing Grŵp Cynefin tenant.
  • Your tenancy will automatically convert to an occupation contract on 1 December 2022 and you will receive a copy of your new contract by no later than 1 June 2023 (within 6 months of the new implementation date).
  • Grŵp Cynefin’s obligations regarding repairs and maintenance are largely the same as currently apply.
  • All new tenants will sign the new occupation contracts from 1 December 2022 onwards.

No, the Renting Homes Act does not mean an increase on your rent. However, the Act does mean you will be given a longer notice period (2 months) before any rent increase can be introduced.
